Rock River in Janesville and Janesville Township Remains Slow No –Wake Speed
With the approaching holiday weekend, the City of Janesville would like to remind residents and boaters that the Slow No-Wake speed restrictions for the Rock River in the City of Janesville and Town of Janesville (which extends well north of Highway 14) remain in effect. These restrictions have been in place since the end of March. While the river levels continue to drop, some private property, such as docks and shoreline, remain under water. River levels continue to be monitored to determine when the current speed restrictions may be lifted.
The City of Janesville has granted permission for the Rock Aqua Jays Water Ski Show Team to begin show ski practices on the river beginning Tuesday, May 27, 2008 in the river area directly in front of Traxler Park. The City owns both shorelines and private property won’t be affected in this area. Traditionally, the Aqua Jays begin practice in April, with their first show taking place on Memorial Day. For 2008, the Memorial Day show has been cancelled. For more information contact the Parks Division at 755-3026.
Parkhill Drive in Riverside Park Opens May 23
As directed by the Janesville City Council, the hilltop road at Riverside Park, known as Parkhill Drive, will open to the public at 5PM on Friday, May 23, 2008, in time for the holiday weekend. The road entrance is located at the north end of Riverside Park and will be opened with a one-way north to south traffic flow. New regulatory street signage has been installed as well as a split rail fence to separate the road from Riverside Golf Course. The City of Janesville would like to thank the Friends of Riverside Park for their efforts with city crews to make the reopening of the formerly closed park road possible. For more information contact the Parks Division at 755-3026.

Except for public hearings, all individuals wishing to speak during a Council meeting must sign in with their name and address before the beginning of the meeting. For questions or more information, please contact Deputy Clerk Treasurer Dave Godek at 755-3072.

2008 Janesville Assessment Notices to be Distributed
The City of Janesville Assessor’s Office anticipates mailing 2008 assessment change notices on or about Tuesday, May 27. Property owners should allow as much as a week for notices to arrive in the mail. In the interim, property owners can view their assessment on the city website (www.ci.janesville.wi.us). Property owners may also call the Assessor’s Office at 608-755-3045 to check property values.
State Statutes on property assessing require that notices be mailed to owners of property when there is a change in assessed value from the previous year. Thus, Notices of Assessment Change will only be mailed to property owners for those parcels that have a change in their property assessment. The Assessor’s Office anticipates that for 2008 approximately 10% of the City’s 24,000 real estate parcels will have a value change. All Personal Property accounts will also be mailed a notice as those values change every year.
Property owners receiving a Change Notice will also receive two information sheets which should be helpful in understanding the property assessment process. Property owners are strongly encouraged to read the information included with their notice. The notice will also contain information on the dates and times of the Assessor’s Open Book sessions and Board of Review hearings. Both activities occur by appointment.
Although not all property owners will receive a change notice that does not prohibit anyone from meeting with assessment staff to discuss their assessment during Open Book nor appealing their assessment to the Board of Review. Open Book appointments run from June 5 - 18. Questions on assessments and scheduling of appointments can be addressed by calling the Assessor’s Office at 608-755-3045.

A Reminder of Janesville’s New Skateboarding Regulations
With the arrival of warmer weather and the end of the school year approaching, the City would like to remind Janesville’s skateboarders about ordinances relating to skateboard riding. On January 28, 2008 Janesville’s City Council passed ordinances restricting the use of skateboards. The ordinances uphold the Wisconsin ban on riding skateboards on public streets and roads. Skateboarding is not allowed in the following areas:
· Public streets and roads.
· All public property and structures, including City owned parking lots.
· Private property, unless permission is given.
· Certain downtown areas, as depicted in the map.
Attached is a map depicting the downtown, restricted area. The area where skateboarding is mostly prohibited is roughly bounded by Centerway and Prospect Avenue to the north, N. Academy Street to the west, Dodge Street and St. Lawrence Avenue to the south, and N. Parker Drive and Wisconsin Street to the east. Skateboarding within this area is limited to the bike trail. Skateboard riding on all other publicly-owned structures within the downtown area is strictly prohibited.
Skateboards may be used on sidewalks that are outside of the downtown area. Also, skateboarders who use the bike trails are expected to share them courteously with pedestrians and cyclists. Skateboarders are expected to yield the right-of-way to pedestrians on permitted sidewalks and the bike trails. For questions or to report problems, call the Police Department at 755-3100.

Rock County Prescription Drug Disposal Event Scheduled June 7
The Rock County Health Department has scheduled a free and confidential prescription drug disposal event or “Rx Round-Up” for Saturday, June 7, 2008. The event will run from 9AM-1PM at the Janesville Water Utility, 123 Delavan Drive, and at the Beloit Department of Public Works, 2351 Springbrook Court, Beloit. The Rx Round-Up is open to all Rock County residents, but businesses are excluded. Rock County residents are encouraged to bring their expired or unused medications to the event in their original containers.

Disposing of old medications at the event will ensure that old medications are not found by pets or children, and do not contaminate municipal water supplies.
The event will feature a drive up service, so participants do not have to leave their cars! The Rx Round-Up is free, and most prescriptions will be accepted in their original containers. Chemotherapy drugs, radioactive materials, and needles will not be accepted. For questions, please call the Rock County Health Department at 757-5441 or 364-2010.

Property Maintenance & Spring Cleaning Tips
Spring is a perfect time to take a look at your home’s curb appeal and take steps to maintain the value of your property. One of the best ways to accomplish this is to make sure that the outside of your home and yard is well maintained. According to Janesville’s nuisance ordinances, residential property must be maintained and in good condition at all times. The property should be free of trash, debris, abandoned or unlicensed vehicles, litter, weeds, and overgrown vegetation.
In addition to yard maintenance, City ordinances also require property owners to keep their buildings in good condition as well. Buildings and structures must be free of graffiti, junk, and debris. Roofing shingles that are broken, rotted, split, or buckled should be replaced.
With a minimal amount of effort, homeowners can keep the interior of their homes looking as great as the exterior. Following these simple steps can help residents enjoy the benefits of a clean home this spring.
Participate in this year’s 6th Annual Good Neighbor Day on June 14. Good Neighbor Day is a city-sponsored event designed to encourage neighbors to help each other beautify their community.
Check for mold, mildew, or other signs of water damage in bathrooms and kitchens. Clean and dry any mold or mildew stains to prevent them from spreading. Keep bathrooms and kitchens well-ventilated.
Clean out all cabinets, cupboards, and drawers. Wipe shelves thoroughly. Toss out any food items that have reached their expiration date.
Using soap and water, clean the inside and outside of all major appliances such as the refrigerator, stove, and microwave.
Clean the crevices between, behind, and beneath kitchen appliances. Regular cleaning can help prevent insects from being attracted to your home.
Repair any damages that attract insects, such as holes in walls or leaks under sinks.
Remove all garbage and trash each week.
Inspect all smoke detectors and replace the batteries annually. A good way to remember this is to change your batteries when you change your clocks for daylight savings time.
If you have any questions concerning property upkeep and maintenance, are looking to make more extensive improvements to your home, or want to learn more about our housing rehabilitation services call Neighborhood Services at 755-3065.

She also regularly contributes drawings to Everyday Matters, an online drawing group and writes a blog at her web site (http://sherry-latebloomer.blogspot.com/).
Thurner carries a sketchbook everywhere and tries to use odd moments to add something new every day. Having fun with her art and trying new things are important to her. Dog Ban in Parks and on Paved Trails Begins May 15
Dogs are banned in Janesville parks, greenbelts and on the paved bike trail system from May 15 to September 15 each year. Exceptions to this ordinance permit dogs year round at Paw Print Park (a fee-based area) on South Oak Hill Avenue, the Dog Exercise Areas at Palmer Park and the Rock River Parkway. Because dogs are permitted in the Rock River Parkway, they may also be on the paved trail in this natural area. The Rock River Parkway does offer an alternate unpaved trail along the river for dog walkers. Dogs in the exercise areas must be under the immediate physical or voice control of their owners at all times. Extra caution and courtesy are encouraged because the dog exercise areas serve many users and uses, such as bicyclists, children, fishing, runners and dogs. Feces removal is required at all times.
All dogs in the City of Janesville must be licensed. Dog licenses and annual permits to use Paw Print Park may be purchased at Leisure Services (18 North Jackson Street, first floor). For more information contact Leisure Services at 755-3025.

JTS Provides Service on May 3 School Make-Up Day
In the aftermath of a winter with record-setting snowfall, the School District of Janesville will hold the second Saturday school day to replace the day lost as the result of inclement weather. To facilitate attendance at school on this second Saturday school day, scheduled for May 3, 2008, the School District has asked the Janesville Transit System to provide expanded public bus service on this day.
The School District is reimbursing the City of Janesville for the cost of providing this additional service. Under Federal Transit Administration regulations, this service will be open at all times to the general public, will operate in accordance with published schedules, and the regular fares will be charged.
On May 3, JTS will make the following modifications to its regular Saturday schedule to assist Janesville families and students in attending the school replacement day:
o JTS Regular Routes will begin service at 7:15AM on these dates, rather than the normal Saturday start time of 8:45AM. This will allow adequate time for persons traveling from home to the schools for the 8:15AM Middle School and 8:30AM High School start times. School dismissal occurs during normal Saturday operating hours, so no service changes are necessary for that purpose.
o The following Extra Service Routes will operate on May 3:
o Ontario–Alpine/Wuthering Hills Combination
o Atwood-Holmes/East Milwaukee Special Combination
o South West Special
o Northwest/West Court Special Combination
Extra Service Routes are open to anyone wishing to ride and the regular fare ($1.25) will be charged. Schedules will be modified to meet the changes in the school opening and closing times on this Saturday.

For more details and route planning assistance for service on May 3, please contact JTS at 755-3150.

The City of Janesville recently launched a planning process to guide future improvements and redevelopment in the Look West and 4th Ward neighborhoods. During this session a variety of topics will be discussed, including crime & safety, traffic problems, landlord/tenant relations, housing conditions, parks & recreation programs and historic preservation.
All neighborhood residents are encouraged to attend because this will be an opportunity to provide the City and its planning consultants with ideas and concerns about issues and the future of the neighborhoods. The workshop will involve a series of thought-provoking, interactive exercises where residents will work with each other to create ideas and provide input that will define the direction of the plan and articulate the community’s goals for these historic neighborhoods.

JTS “Rack it and Rocket” Bike on Bus Program Adds More Bike Racks in 2008
With the winter freeze finally over and bicycles beginning to hit the streets again, JTS reminds citizens that there has never been a better time to “Rack it and Rocket” by putting their bikes on JTS buses! Want to ride your bike to work or school but worry about what to do if it rains when you’re ready to go home? “Rack it and Rocket” with a dry ride home on a climate controlled JTS bus! Want to enjoy Janesville’s great trail system with your kids but worry about getting back from the far side of town? “Rack it and Rocket” from just about anywhere on the Janesville trail system on JTS!
Over the winter, JTS placed additional bike rack equipped buses into service. Now, 76% JTS buses are now bike rack equipped. Each rack can hold up to two bikes and is designed for easy loading and unloading. Bike racks are available on a first-come, first-served basis on all regular transit routes. Passengers pay the regular fare and their bike rides for free!
For safety’s sake and to speed service, individuals interested in using the bike racks must be certified. Bus drivers are prohibited from leaving the drivers seat to assist in loading or unloading bikes. Residents can call the Transit System office at 755-3150 to make an appointment for certification training. Certification training is free, takes approximately 10 minutes to complete, and is available Monday – Saturday during normal business hours of the JTS office. For convenience, JTS has bikes available for trainees to practice loading and unloading. In addition, instruction will be available at many local and municipal events throughout the year.
To be eligible for certification, individuals must be at least 11 years old and physically able to lift and load their bicycles on the racks, which are about 2 feet off the ground. The racks are equipped for two-wheeled bikes only, and any equipment not permanently mounted on the bike, such as water bottles, pumps, and other loose items should be removed before the bike is loaded onto the rack.
This summer, JTS invites citizens to save gas money when they “Rack it and Rocket” to work, school and recreation on the bus! The bike rack brochure is available on the City’s website (www.ci.janesville.wi.us), JTS buses, the Downtown Transfer Center, the Library or other public buildings. For additional questions, please call JTS at 755-3150.

JTS Provides Service on School Make-Up Saturdays
In the aftermath of a winter with record-setting snowfall, the School District of Janesville will hold school on two Saturdays to replace the days lost as the result of inclement weather. To facilitate attendance at school on these two Saturdays, April 12 and May 3, 2008, the School District has asked the Janesville Transit System to provide expanded public bus service on those dates.
The School District is reimbursing the City of Janesville for the cost of providing this additional service. Under Federal Transit Administration regulations, this service will be open at all times to the general public, will operate in accordance with published schedules, and the regular fares will be charged.
On April 12 and May 3 JTS will make the following modifications to its regular Saturday schedule to assist Janesville families and students in attending the school replacement days:
o JTS Regular Routes will begin service at 7:15AM on these dates, rather than the normal Saturday start time of 8:45AM. This will allow adequate time for persons traveling from home to the schools for the 8:15AM Middle School and 8:30AM High School start times. School dismissal occurs during normal Saturday operating hours, so no service changes are necessary for that purpose.
o The following Extra Service Routes will operate on April 12 and May 3:
o Ontario–Alpine/Wuthering Hills Combination
o Atwood-Holmes/East Milwaukee Special Combination
o South West Special
o Northwest/West Court Special Combination
Extra Service Routes are open to anyone wishing to ride and the regular fare ($1.25) will be charged. Schedules will be modified to meet the changes in the school opening and closing times on these Saturdays.
For more details and route planning assistance for service on April 12 and May 3, please contact JTS at 755-3150.

Emerald Ash Borer Survey Results Available
The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) recently completed a survey of ash trees in Rock County including the Janesville area. No emerald ash borers (EAB) were found in Rock County during the survey.
During the survey process, state employees cut down live ash trees on public property and stripped the tree bark looking for the borer larvae. EAB has been found as close as Kane County, Illinois. Leisure Services estimates 25,000 ash trees are present in Janesville and all of them are endangered by this insect.
If you suspect an infestation of emerald ash borer (EAB), please contact the DNR immediately by calling 1-800-462-2803 or e-mailing DATCPEmeraldAshBorer@wisconsin.gov.
How can you prevent EAB from coming to Janesville? Please consider these outdoor tips:
1. Never carry firewood around with you. Buy it locally and burn it all at your campsite. This is one of the primary ways that insects relocate and start new populations.
2. Become familiar with the look and activity timing of the emerald ash borer. There are other metallic green/brown beetles that may, at first glance, look like the emerald ash borer. The “D”- shaped exit hole is very distinctive.
3. If planting trees, plant non-ash species until further research provides viable treatments or resistant tree varieties.
For more information on EAB you can visit these websites http://www.emeraldashborer.info or http://www.jstac.org.

April Exhibits @ Your Library
Watercolor paintings by Carla Day-Johnson are on view this month at the Hedberg Public Library, 316 S. Main St., Janesville. The artist, who lives on a farm in Rock Township, draws her inspiration from nature: wild and farm animals, visitors to her bluebird trail, and flowers in her large gardens. Day-Johnson states, "My father always said if you have a bit of land, you can survive no matter what else happens." The exhibit includes "Woodland Series," a group of 24 paintings depicting the artist's childhood surroundings in northern Wisconsin in different seasons and from different vantage points. Day-Johnson graduated from UW-Stevens Point with a bachelor's degree in interior design and art. She has taught painting and drawing at Blackhawk Technical College since 1989 and formerly served on the art committee at Hedberg Public Library.
Also on display at the library is a collection of unique kitchen implements owned by Maureen Birchfield of Janesville. Exhibit items represent the 1920s, '30s, '40s, '50s and '60s, and include potato baking nails, "The incredible cheese machine," Rocky Mountain bean spoon, and kraut pounder, among many others. Both exhibits may be viewed during all library hours through April 30. For more information, call the library service desk at (608) 758-6588 or visit hedbergpubliclibrary.org.

• June 12, 8AM-Noon
The purpose of this program is to assist parents in protecting the lives of Janesville’s youngest residents by providing certified child safety seat technicians who will inspect, instruct and correct improperly installed child safety seats. During the event, several technicians from the Janesville Fire and Police Departments will be available to inspect child safety seats. Each inspection takes approximately 30 minutes and is free of charge; however, donations are accepted. The donations will be used to fund the operating costs of the inspection program. The Fire Department also has safety seats available. If a safety seat is found to be unsafe during an inspection, parents may choose to conveniently obtain a new safety seat from the Fire Department. Please contact Firefighter/Paramedic Jamie Kessenich at Fire Station #5 at 752-5815 if you have questions or to schedule an appointment.

Police Accreditation Assessment Planned for April; Public Information Session Planned for April 16
A team of assessors from the Wisconsin Law Enforcement Accreditation Group (WILEAG) will complete an assessment of all aspects of the Janesville Police Department’s policy and procedures, management, operation, and support services in April. This assessment is part of the Department’s re-accreditation efforts and is completed to ensure the Janesville Police Department meets the Board’s state-of-the-art standards.
As part of the on-site assessment, employees and members of the community are invited to offer comments at a public information session on April 16 at 7PM. The session will be held in the City Council Chambers on the fourth floor of the Municipal Building, 18 North Jackson Street.
If an individual cannot speak at the public information session but would like to provide comments to the assessment team, he/she may do so by telephone or in writing. The public may call 373-3436 on April 16 from 8AM – 5PM to share comments. Written comments should be addressed to:
Wisconsin Law Enforcement Accreditation Group
4760 Schneider Drive
Oregon, WI 53575
Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with WILEAG’s standards. A copy of the standards is available at the Janesville Police Department (100 N. Jackson Street).
This accreditation is a voluntary process and is a highly prized recognition of law enforcement professional excellence. The Janesville Police Department was first accredited in May 2000. Accreditation is now for three years, during which the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.
The Team Leader for the Janesville Police Department On-Site Assessment is Chief Ann Wellens from South Milwaukee Police Department. She said the assessment team is composed of law enforcement practitioners from agencies similar to Janesville. The assessors will review written material, interview individuals, and visit offices and the places where compliance can be witnessed.
The assessors are: Chief Ann Wellens, team leader, Administrative Assistant Ann Wissing from Muskego Police Department and Captain Tim Kriz (ret.), West Allis Police Department. Once the Board’s assessors complete their review of the agency, they report back to the full board, which will then decide if the agency is to be granted accredited status, Chief Wellens stated.
“The Janesville Police Department has to comply with 233 standards in order to gain accredited status. The accreditation process has necessitated a complete review of all department policies, procedures, and operations. The process challenged the department to seek excellence in providing service to the community.” explains Deputy Chief Steve Kopp.
For more information regarding the Wisconsin Law Enforcement Accreditation Group or the accreditation process, please write the group at the address listed above or contact Deputy Chief Steven Kopp at 755-3213.
